IRQL_NOT_LESS_EQUAL on Fresh Install of XP

I have a newly built machine that I am trying to do a fresh install of XP Pro and as it is trying to start windows during the setup, I get the IRQL error. Since there is no OS on the machine yet, how do I determine what the problem is? It has the minimal hardware configuration needed, i.e. MB/HDD/RAM/CPU/FAN/CD-ROM.

There are multiple IRQL error messages, so, the exact one will help in trcking down your problem.
For example, here is one,
