irprops.cpl error message

In Windows XP Pro SP2 I'm getting an error when opening the
control panel which says:

"windows has encountered an error working with irprops.cpl"
After clicking OK the control panel opens normally. Any
idea what causes this? I've logged in with different user
names and admin rights, none of which makes a difference
(thought maybe it was profile related). I've done some
googling, but other threads on irprops.cpl errors aren't
helping. I need to make this go away so your help will be
appreciated.

Here's a bit more about this problem. It occurred on two
new, same model Dell laptops I've been setting up. I
managed to eliminate the problem on one machine - I can open
the control panel without no error message and with the IR
configuration icon properly displayed. The error went away
after I went into the properties of the CPL file and gave my
account full permissions/control. It's not clear why this
would make a difference since the file already showed
"Everyone" having full control. But making this change on
the other computer made no difference. On the other machine
I eventually found a workaround, i.e. using TweakUI to not
display the icon since I don't need it. Oddly enough, the
IR applet will open just fine if I click directly on the CPL
file in Explorer on both computers. So, I don't feel any
closer to understanding either the cause or the solution.
