iRiver device can't be unmounted

I have an iRiver 799 USB MP3 player, using the latest default
firmware. The device is *not* a UMS device, and thus does not show up
as a separate drive. Running XP SP2.

Frequently, I am unable to unmount the device from the hotplug
("safely remove hardware") dialog <%SystemRoot%\System32\RUNDLL32.EXE
shell32.dll,Control_RunDLL hotplug.dll>. I get an error that a
"program is still accessing it." Same result when I try to disable
the device with devcon. Whenever that happens, I am unable to use the
device with the computer at all without rebooting.

Is there any systematic way to figure out which program is accessing
the device? I've tried killing all rundll32.exe tasks, and even
killing explorer.exe, with no success. If I unplug the device and plug
it back in, same result -- can't be unmounted or used at all. I've
tried disabling my virus scanning software and shutting down Google
Desktop (neither of which should make a difference, I think, because
the device is not a mass storage device), and still no luck. The only
way I've found to be able to use the device again is to reboot the
machine.

I don't know whether this could be your problem, but I get the
same error message with my USB hard drive when I try to
unmount it, if I have booted my computer with the hard drive
already plugged into the USB port. If I connect my USB hard
drive *after* booting my PC, I can unmount it just fine.
