IPSec vs win2k3

Trying to set up a VPN at our office. The connection is a verizon business
dsl with static ip. Server is Windows Server 2003. VPN is using L2TP/ipsec
with certificates. DSL modem is a Westell 327W configured in straight bridge
mode. Internet and LAN work great, the VPN can be access locally. Also if I
take a laptop and plug it in instead of the DSL modem and give it a static
ip in the correct subnet the VPN works (so filtering on the external
interface shouldn't be an issue). However if i try and access the VPN from
anywhere on the other side of the DSL I get error 678. Any ideas? Hoping
someone here might have heard of a similiar problem with these dsl routers.

When the DSL router is in bridge mode there are no options to do that. W2K3
has the 3 inbound and 3 outbound udp filters.
