ipconfig problem

hello all, I updated my cousins computer by scanning it
with microsoft's website to get all new updates downloaded
and installed. After doing that, they are unable to
browse or get email. They are unable to get an IP
address. I have reseated their cable modem. Their ISP
can see you modem's mac. When I type ipconfig I get an
error message "the operation failed as no adapter is in
teh state permissible for this operation". I have
uninstalled and reinstalled the network card and no luck.
Any ideas? This is on a XPhe box.

First check the card is present, and doesn't have any warning icons, in the
Network Adapters section of Device Manager in System accessed from Control
Panel (phew).

Then open Network Connections in control panel.
Check there is a Local Area Connection in there. (Are there any other items
in there?)
Select it and choose "Change settings for this connection" in the left hand
pane.
In the dialog box that pops up, check that the following items are present :
Client for Microsoft Networks, File and Printer Sharing for Microsoft
Networks, Internet Protocol(TCP/IP)
