Ip configuration

Last couple of days pc keeps flashing screen showing message 'Windows 2000 IP
configuration successfully flushed the dns resolver cache '
This happens every 20 seconds or so .
Tried running ipconfig.exe but doesn't seem to work either.
Any help would be appreciated.
