IP address with cable unplugged

How to get WinXP to assign a IP address to a network card
when the cable is unplugged. If there is no
connection "ipconfig" returns: "Media unplugged". This
means I can't run my programs that require an IP address
without actual network connection. If I connect to an old
HUB it works fine (network with one PC), but there must
be another way.

Install the loopback adapter and assign it an IP address.

To install the loopback adapter:

1. Go to Control Panel | Printers and Other Hardware.
2. Click "Add Hardware".
3. Click Next.
4. Select "Yes, I have already connected the hardware".
5. Click Next.
6. Select "Add a new hardware device" from the list and click Next.
7. Select "Install the hardware that I manually select from a list"
and click Next.
8. Double click Network Adapters.
9. Click Microsoft Loopback Adapter and click Next twice.
10. Click Finish.
