IP address same as default gateway. Error?

In Command Prompt, type ipconfig. Then type the IP address. Request timed
out. Same for the default gateway, which has the same address as the IP
address.

I sometimes have problems connecting to the internet. I have a dial-up.

Shutdown or remove the power from your cable modem or DSL.
Shutdown your computer.
Now repower the modem wait for all lights to come up.
Now reboot the computer.

If this doesn't work go to your Network Connections,
right click on the current connection, click on repair.
