IP address conflict

Here's a doosy we've been trying to figure out. Our user keeps getting the IP address conflict with another system on the network. However, there is no computer on the network with that ip address. We've checked DNS and even created a reservation in DHCP for his mac address. What makes us suspect something else is the fact that the error pops up instantly. There is no packet-passing delay. We've uninstalled TCP/IP and reinstalled and did the same with the NIC card. Any ideas as to what else to do or what might be the problem would be greatly appreciated

Assign a Static IP to that machine and just reserve that DHCP address

Also check to see if any other Network hardware has the same Mac ID.

Microsoft detects ip config errors very well. You have
another piece of equipment, router, switch, printer,
firewall, with the same IP. To make sure that no one is
using a Rogue device, track the ip with a network scanner
and find its mac. Then compare that mac with the mac on
the PC that your working with. I would guess that it will
not match.

Or you can ping the IP address then on the command line
of a pc use arp -a this will give you a IP address and
the MAC address of that computer.
