ip address change notify?

I do not have a static ip and i have a desktop and laptop. I go to my friends
places and use my laptop and access my desktop but the problem is that my ip
address is not static so sometimes i am unable to connect cause i got the
wrong ip. Is there any way of making my ip address static or any software
that could notify me every time my ip address is changed, preferably send an
email to my email address every time it is changed or something like that?

Get a dynamic DNS service. It gives your computer a fixed DNS name
and updates it as your dynamic IP address changes. I use
www.dyndns.org, and you can find many others by doing a web search for
"dynamic DNS".

could you please explain to me what exactly is a dynamic dns service. Btw on
that site i went to custom dns, is that what you were referring to? If it was
then is there any place that would do it for free? Or a software possibly?

A dynamic DNS service gives a fixed name to your dynamic IP address.
You would use the free Dynamic DNS service, not the Custom DNS
service, at www.dyndns.org. You'd open an account, and the account
name would be included in the fixed DNS name. For example, if your
account name is "manu08", your fixed DNS name would be
"manu08.dyndns.org". You could access your computer through that name
from any other computer on the Internet.

To keep the fixed name updated as your dynamic DNS address changes,
you run a dynamic DNS update client program on your computer.
