First thing I suggest is that you don't type in ALL CAPS.
The 169 IP address is the Automatic addressing function of all computers. If the computers cannot find a DHCP Server (the server that
hands out IP addresses), the client PC will automatically configure itself with the 169 address.
The DHCP server is often part of the routers and firewalls used in most homes to connect to the Internet.
If you do not use a DHCP server, then you will need to manually configure the IP address on the PCs. The IP address of the PCs must be in
the same network range as the router and all other PCs. Not all the same IP address...just the same range.
