invite the public calendar in a meeting request?

I have been trying this for about a week with no luck. The "Add Public
Folder" in the attendee portion of a meeting request is grayed out. I created
several calendars in the public folder, but cannot seem to get the requests
to automatically reflect in the public calendar.

I have tried adding the calendar to my personal contacts, but the messages
automatically bounce back as undeliverable.

Did I miss a step in creating the calendar to make the "Add Public Folder"
unavilable in the meeting request dialog?

That option is available only in a group schedule. Otherwise, you just invite the folder from the address book as you would with any other recipient.
