Invalid or missing ODBC and System DSN

I am trying to get another user setup on a windows XP pro pc and cannot get
an existing System DSN to work for the new user. Only one user on the pc can
get at it, to modify it remove it etc. All other users are not able to even
remove it, because it says that it is an invalid or missing DSN. Is this a
driver issue that maybe the second user does not have access to? Or is this a
permissions issue, because both users are administrators of the pc? Any help
would be appreciated, thanks.
