Invalid boot.ini

Once the invalid Boot.INI is recreated with a text
editor what protections should be setup for the file
and what directory should it be placed in?
 
Set HSA attributes and placed in the root of the system partition.
 
What actual directory is considered to be the root of the
system partition? I am new to this and trying to learn as
I go.

The system partition is always the first primary active partition. Where the
operating system boot sector resides. Usually C:\
