I logged in as administrator in my machine, using IE6, can I delete the
files and folders in the following directory:

C:\Documents and Settings\Administrator\Local Settings\Temporary Internet
Files\Content.IE5

Yes, or you can use IE and do Tools--Options... and delete the files that
way.

It won't hurt anything if you do, but you won't be ablr to delete
index.dat from that folder because it's always bust when the owner is
logged on. If you want to delete index.dat, a different approach is
needed.

You could but not advisable. Delete your TIF files by right-click IE icon on desktop | Properties | General | Delete Files ... OK. Do not check offline content or you will lose Favicons in Favorites.
