Internet Shuts Down

I have a file that pops up http://xdsj-o.offeroptimizer.com that shuts down
the internet (times out). It is a microsoft explorer file. I can not get rid
of it. I have a Spyware program and have also put it in the restricted area
of my security service. Can anyone help? Microsoft wants $35.00.
