internet shortcuts

For some reason, internet website shortcuts whether in oe or on my desktop
do not work. When I click on them nothing happens,they used to open ie and
go to the designated website, but now nothing. What is wrong and how can I
fix this?
 
Had same problem after installing one of those pop up stopper programs. OK
once it was removed.
