Internet Security 2005 from Symantec keeps disabling the Wondows XP SP2
Firewall on startup, Is there a way to prevent this?

You want it to do this. You don't want two firewalls running. The Norton
firewall is far more capable than the Windows Firewall. Leave the
Windows Firewall disabled and use the NIS firewall. If you are having
difficulties with NIS, make sure you've properly configured the
firewall.
