XPs Internet Properties / programs is not providing the
correct E-Mail options menu: There is just a blank and an
Outlook option but no Outlook Express. This means that I
am unable to set OE as the default mail; server.
Please advise

Have you tried opening outlook express,click on
tools,options, on the general tab their should be a
button to make outlook express your default mail handler.
