Internet problem with "winsock"

I don't know what winsock is - but I am frequently having problems displaying
web pages an the windows diagnostic says there is a problem with the "winsock
provider" It then repairs it and I have to reboot. Can anyone explain hwhat
this problem is and how to permanently fix it?

the netsh command can rebuild the Winsock catalog. Open the command prompt
and type: 'netsh winsock reset catalog' then press ENTER.

The winsock can be damaged by different ways, Your hardware driver is
corrupted and the winsock is trying to establish connection and send messages
to the system to handle all running processes in smooth way then it gives up
cease t function.
Your Anti-Virus can kill the winsock, because the traffics generated from
the winsock.
Malwares famous of living some victims behind one of them the winsock.
Try and make sure your system is clean by scanning for malwares and Viruses
by the software you have installed or download these from here:

For a winsock fixer try this tools but in theory Mark command (netsh winsock
