internet options

I have a problem getting internet options to come up from
Internet Explorer. I get a message saying - Restrictions.
This operation has been cancelled due to restrictions in
effect on this computer, contact your system
administrator. Otherwise I can get there through control
panel. Is there a easy fix to this problem?
