Internet Options won't open

When I go to "internet Options" on my tools bar, I get the
message: this operation has been cancelled due to
restrictions in effect on this computer. Please contact
your system administrator."
First off, I am not networked, so there is no system
administrator - only me. How do I get into my internet
options? If someone could help, I would appreciate it if
you would email me at Amanda15250 at yahoo dot com.

If you use Spybot S&D, open Spybot in Advanced mode and check the Immunize
settings. You may have placed this restriction inadvertently.

If not ... go to Dealing with Unwanted Spyware and Parasites:

"Various Registry Fixes"

Next (same page) check for parasites and other malware which may have caused
this (if Spybot didn't.)
