Internet options window has changed.

When I open this window it no longer has a tag for
general and the usual ways of clearing histories,
cookies, temp files and changing default internet page.

It now only opens up to a window with the following tags:
SECURITY, CONTENT, PRIVACY, ADVANCED.

What happened to the previous TOOLS/INTERNET
OPTIONS/GENERAL?

Where did it go and how can I get it back?
