Internet Options through Tool button

I cannot access "Internet Options" through the Tools button at the top of the
I.E. Screen. It says that the "program cannot be accessed due to
restrictions" and to "see system administrator". I first noticed it when I
wanted to reset my home page. I could only access Internet options through
the start/programs/internet options, and even then the home page was
grayed-out. Any idea what is going on or how to fix it? By the way, I think
I'm using IE6 --- how can I be sure?

Hey Bruce, I might have spoken too soon. I opened up Spybot in the advanced
mode and found the tool bar on the left, but when i clicked on it I did not
see an "IE tweaks" button or anything that resembled "recommended
miscellaneous locks". Any other suggestions that I could try??? Thanks for
