Internet Options Error Message

Clicking on Tools returns error message "This operation
has been canceled due to restricitons in effect on this
computer. Please contact your systems administrator." I
have tries to extract a new copy of the Inetcpl.cpl file,
and it seems to have gone ok, also I have installed
Internet Explorer update package. The computer does not
recognize in the Run location -
hkey_current_user/software/policies/microsoft/internet
explorer restrictions" as indicated on Microsoft Knowledge
Base Article 216583. I have done everything suggested and
it still does not let me access internet options. Please
Help!

Close IE.
Open Regedit.
Find the value NoBrowserOptions and remove every instance of it.

You might try this from Mike Burgess first if you use SpyBot:
'Did you by chance run SpyBot's Immunize feature?
If so, you can unlock by unchecking the option to "Protect IE Control
Panel". See:
