Close IE.
Open Regedit.
Find the value NoBrowserOptions and remove every instance of it.

You might try this from Mike Burgess first if you use SpyBot:
'Did you by chance run SpyBot's Immunize feature?
If so, you can unlock by unchecking the option to "Protect IE Control
Panel".

Eric, I encountered the same problem and found out it
was "bad" cookies and registry entries fouling it up
(ADWARE). I suggest as a first step that you download one
of the many ADWARE removers. On your first run of these
free programs you will more then likely be blown away at
all the junk watching your actions on your computer. Some
ADWARE removal programs are ADAWARE and SPYBOT.

Though there can be many reasons for your issue this is
one avenue to try that could help you and provide added
benefits to a cleaner system.

Hope it helps.

Regarding Spybot, note that its immunize function to lockout the Internet
Options panel only bars users from opening it from within IE via the Tools
menu. Users can still open the Internet Options applet from within Control
Panel.

Would be handy if you mentioned which version of Windows you are using.

Under Windows 2K/XP, open the group policy editor (gpedit.msc) and navigate
to the following node in the tree:

User Configuration
Administrative Templates
Windows Components
Internet Explorer
Browser menus

Check the setting for "Disable Internet Options ... menu option". If it is
disabled, enable it. If it is set to "not configured", it might've been
disabled and then changed to "not configured" (which may not alter the
current setting so it remains disabled), so enable it (and then set to "not
configured" if you want).

This should only disable/enable the Internet Options applet available under
the Tools menu within Internet Explorer. You probably can still run it from
the Control Panel.
