Internet options blocked

Repeating the message with a reply e-mail:

I suddenly cannot open Internet options under Tools. I get
a message that "This operation has been cancelled due to
restrictions in effect on this computer. Please contact
your system administrator."

I am the administrator and made no changes. Is there a
registry key that a virus or other software could have
changed? Or another solution?

Thanks
