Internet only from Safe Mode?

After performing a restore on a computer that caught a
virus, everything was working perfectly, including
Internet access. Then without cause, no applications can
get on the Internet EXCEPT for ping (in DOS) and from
Safe Mode with Networking.
I've tried disabling all services and startup programs,
and have run virus scans and ad-aware programs. IE (and
other browsers) for example will not even try to access a
page, it will simply immediately pop up with a Not Found
error. All network settings appear to be correct. Anyone
have any ideas??

Run 'sfc /scannow' and re-apply SP1 and security patches. Fix winsocks and
reinstall TCP/IP.

Download and run the lspfix Winsock repair utility from
http://www.cexx.org/lspfix.htm
If it still fails next remove Client for Microsoft Networks, reboot, then
reinstall the client.
