Internet mail is not registered properly

When trying to send/receive mail. I get the message:
Internet mail is not registered properly. Please re-
install and try again. Error number 0x80040154.

When I go to Control Panel, add/remove programs, Outlook
is not even in the list, so I can't remove and re-
install. I tried the automatic repair over the internet,
with no luck. I even used Norton System Works 2004 to Un-
install Outlook, but when it was done, Outlook still
opened and gave me the same message.

I already tried the regsvr32 outlmime.dll and got the
DLLRegisterServer in outlmime.dll succeeded message, but
Outlook still does not show up in the add/remove software
list.

If you've already tried registering the OUTLMIME.DLL you probably have a bad
INETCOMM.DLL The best way to fix that is to delete that file then reinstall
IE.

If that is true, you definitely do not have any Internet Mail. Did you by
any chance remove Outlook Express from your machine? If so, you need to put
it back.

Well, I don't use Outlook Express, I use Outlook. Do I
still need to have Express installed? I don't remember
removing it, but it's possible I did several months ago,
but Outlook just stopped working last week.
I tried to uninstall IE and re-install it, but that is not
an option in "install/remove" software. I only get an
option to repair IE or add features. How do I remove it
and start over?
