Problems with email

I am not sure where I need to post this, but I keep getting an error message
during send/receive that says:

Task 'Hotmail: Folder:Inbox Synchronizing Headers.' reported error
(0x80040154) : Internet mail is not registered properly. Please re-install
and try again.'

Now I tried re-installing my Outlook, and I have my Hotmail account as the
only email on it. What else can I do?

a.. Microsoft says to resolve this problem, remove and then reinstall
Outlook Express.
b.. My suggestion is search for the *PST file and rename it with Outlook
closed, then try again.
