How can I get Internet Explorer to open in different tabs when I want
several sites opened at one time?

If you have more than one Home page they will open in different tabs.
 
Click on new tab in the tab row and open your new site. If you are opening
from a current tab, right click and select open in new tab.
 
What new tab? What tab row? open your new site where? right click and select
opening new tab where?
 
Either you are using IE6 or somehow your tabs have been turned off. If so,
go into IE7/tools/internet options/change how webpages are displayed in
tabs/settings
