Hi!

Is it possible to disable General(Not able to change Homepage, but able to
delete Temporarly internet file),Security, Content, Connections, and Programs
in the Internet Options without using Gpedit or GPO from the server?

Can that be done locally? So that even the local administrator will not able
to change that? Thanks.

Yes, there is a per-user setting in the registry to prevent users from
changing the Home Page.
But unless you turn everything else off that provides the administrator to
modify the registry (regedit, third-party registry apps, gpedit, ...), the
change can be undo by the administrator anytime.

Why not set the option in the network server GPO file?
Then no-one can.
