A web site I visited left me with an add on for ie I don't want, it's an
activex file for the site. Have managed to delete one file, now I want to
disable the file in ie but I get the message only the adminstrator can
disable this file. Any tips

You apparently have picked up some malware. Now you need to clean up
your computer. Go through these general malware removal steps
systematically -

http://www.elephantboycomputers.com/page2.html#Removing_Malware

If you do not have a current version antivirus installed (not earlier
than 2005), scan first with Sysclean or Dave Lipman's Multi-AV. Then
get, install, and update a full-featured av and do a thorough scan in
Safe Mode.

If the procedures look too complex - and there is no shame in admitting
this isn't your cup of tea - take the machine to a professional
computer repair shop (not your local version of BigStoreUSA).
