Internet Explorer

I am having difficulties getting my internet explorer to work correctly. I
have a strong internet connection, rebooted by computer several times, and
have also cleared my cache. However whenever I try and access any website
via the internet I keep getting an error that reads "Internet Explorer could
not display this page." Then it gives me three reasons as to why, such as:
1 Not connected to the internet
2 Bad URL (check spelling)
3 Website does not exist

Well check all of that, and it still wouldn't pull up like msn.com or
netscape.com. Does anyone have any ideas? And since I don't have access to
the web right now, I really can't download anything. I even tried running my
system doctor, AdAware and SpyBot. They pulled up some corrupted files, but
even after fixing them I have no luck! HELP!
