Internet Explorer

It seems that my Internet Explorer is corrupted. On Monday I tried to
download a new version of Netscape 8. This download seem to have affected my
IE, in such a way that there seems that now I am unable to open a secure site
that was able to open in the past.
I have tried to download a newer version which is 6.0 service pack 2, but
that did not fix the problem; thus I decided to to download another version,
either 5.5 or 6.0 service pack 1, to no avail.
Everytime I try to open the file it tells me that a newer version is
available, and it could not do the download.
Now I'm stuck, I would like to unistall the IE and reenstall a fresh new
one, but I'm unable to do it.
