star,control panal,internet
connections,internet,advanced,uncheck 'enable 3rd party
extensions' ,apply,ok. then see if it now worksworks. if
works then download spybot to remove junk from system..
safer-networking.org. then update and scan on the easy
mode. and remove junk, then immunize and block bad pages and
then go back to internet options and reinable the 3rd party
extensions.and check again if you can surf.

What is the exact error message?

First eliminate any scumware.

Note that AdAware and SpyBot S & D will each catch some things the other
won't. Also, each needs to be updated before every use, even when just
downloaded. There's also a lot more to do than just those two programs.

If trying everything at that site does not fix the problem please post back
