Internet Explorer unuseable after opening Outlook Express

My neighbor has a problem with his computer using XP home edition after
opening Outlook Express.
If he opens Internet Explorer he can go anywhere as usual. However, if he
then opens Outlook Express to get his mail, then goes back to IE he gets the
message the site is inaccessible. It looks like he has everything correct in
OE. This only happened in the last couple of weeks. He has both SP 1 and SP2
installed. Both Virus protection and firewall programs are working.
What could cause this problem?

I would look to see if OE is set to 'share with IE'. Don't assign a
conecrtion at:

OE, Tools menu, Options, Connection tab.
