i'm getting a similar problem, 0 cache and downloads don't work, but no
evidence of any virus problems or adware problems.

Solution to this problem:

According to Microsoft, this problem is occurred by
McAfee. I have uninstalled the McAfee and restart the PC
it work FINE.

Please NOTE:

Read the Microsoft Knowledge Base Article - 301897

Also, if you removed McAfee Anti Virus software from your
PC and it is strongly advisable to have an alternative
Anti Virus software.

Thank you
