internet explorer / restore disk

Ok I am not sure as to which category to classify this so
I am trying this one.

I am having issues with my internet explorer. I have
installed all the new updates but there are still sites I
cannot access (however I can access them with netscape) I
prefer to use i.e. so I was trying to find a way to
uninstall and re-install but I am unable to do this... do
you have any recommendations as to what i need to try
next?

In being unable to uninstall and re.. i tried to use my
restore disk to 'start over' but it is not working
either. it says to retstart and follow on screen options
but it does not start right away and I do not see an icon
for starting that program... can you help????
