I've repaired a few machines recently that did that...
It was caused by AOL toolbar...(I forgot the exact name)
remove any such malware if you have it

This behavior is often a symptom of a computer that is infected with a
virus/trojan/spyware.

Try booting your computer into "Safe mode with networking" and see if
that works better. If so then go to one of the following free online
scanning sites and run the scan:
Trend Micro http://housecall.trendmicro.com
Kaspersky Online Scanner http://www.kaspersky.com/virusscanner
Panda ActiveScan http://www.pandasoftware.com/activescan
WindowSecurity.com TrojanScan http://windowssecurity.com/trojanscan
Webroot http://www.webroot.com/

To start the computer in "Safe mode with networking" turn the computer
on and start tapping the F8 key rapidly just as soon as the first
information of any kind shows on the screen. Keep tapping until the
Windows XP Startup Menu appears and choose "safe mode with networking"
from the menu.

Note: The screen display will operate in 800 x 600 resolution with
256 colors while you are in Safe Mode. Do not attempt to change this.
All you will succeed in doing is to "lock in" the Safe Mode video
settings for your normal video when you restart. If you leave the
video settings alone your normal settings will return when you restart
the computer.

Good luck

Another possibility is virtual memory is set too low. If you are running a
lot of programs at the same time, you might be having memory problems.

To change the virtual memory size, right-click on My Computer and then go to:
Properties>Advanced(tab)>Performance
Settings(button)>Advanced(tab)>change(button).

In the dialogue box, make sure to put a check in the "custom size" box and
set both the minimum and maximum to the same size, usually 1024MB. When you
are done, be sure to click "Set" and then click the "Apply" and "OK" buttons
on each of the other windows before they close. That will be plenty of
virtual memory. You can also buy some more memory at a retailer to put into
the memory slots inside the computer. 1 GB of memory is good, 2 is better.
