Internet explorer not working

Whenever i click on a link on a webpage to goto a sub page - i get a hanging
new page with nothing on it - i tried adjusting the security settings - but
that made no difference and i also reset explorer to the defaults again with
no success - i dont have a virus or adaware as i have checked this with the
applicable software tools.

when this hanging page appears i tried to click on tools and internet
explorer options - nothing happens.
