Internet Explorer Maintenance Settings Not Applied

I am setting up a Windows Server 2003 Terminal Server, and
am running into the following problems with Group Policy:

All GPO settings are being applied except for the Internet
Explorer Maintenance Settings. When I run RSOP from the
client, it says that the settings are disabled in the GPO.

Any hints?
 
there are some KB artciles on this for 2k. Seen it before. Run some searches
in the KB I think it was a specific registry permission.
