internet explorer internet options tab

Hi everyone, I'm using a Sony Vaio with Win 98 and IE
version 6.0. For some reason when I try to access
the "internet options" area in the browser I'm getting the
message "this operation has been cancelled due to
restrictions in effect on your computer. Please contact
your system administrator."
I'm running stand-alone. This is my computer in my home
office. I'm the only one who uses my computer. I don't
know what happened. How do I fix this? Is there something
I should change in the control panel area of my computer
within the "internet options"? Thanks for your help.
 
good news. I found the answer a little further down on the
list. I used Spybot and its immunize tool and that's what
locked up my internet options.
