is there a way to stop users from installing spyware apps from ie5 / 6 ?
ie things like hotbar and mysearch

You could try to use Group Policy to configure Web Content Zones to disable
downloads, except from sites you configure or try to use Group Policy and populate
the disallowed Windows applications with names of applications including setup.exe
and install.exe. See the KB link below on how to do such. Windows XP Pro uses
Software Restriction Policies that can stop those type on installations easily. ---
