Internet Explorer Error

I have been having troubles with IE for a long time. It
all started with pop ups, my wife decided to try to
uninstall IE, but she did this incorrect. Now I can't
install or uninstall IE. I have downloaded the newest IE
from microsoft.com, and when I try to install it, it tells
me that a newer version is installed and it can't continue.
I don't know how this is possible because my old version
was 5.something. If I go into my control pnl and try to
uninstall it, it doesn show IE and then has Q832894 after
it. When I click remove it comes up with "this program
uninstalles q832894 and restores your previous version. If
I click continue nothing happens, and IE still stays there.
To sum up my problem I now do not have a working version
of IE, which is required for help on microsoft office or
word, etc. I can't uninstall the version that is on my
computer and my computer will not allow me to install the
newest IE out. If anyone has any advice short of doing a
compleat reset please reply.
