Internet Explorer / default mail server

Can any please tell me how I can get Outlook Express to
be my default e-mail in OE ? When I set as default, it
will not show up in the internet option / program / e-mail
box. There is nothing in the e-mail selection box to
select. Any help on where to look and check setting
would be greatly appreciated.
