Internet Explorer - Can't Open Internet Options

IE 6.0; When I try and access Tools/Internet Options, I
get a message "RESTRICTIONS: this operations has been
cancelled due to restrictions in effect on this computer.
Please contact your system administrator."

When I open Internet Options in Control Panel, I can
access everything, but all of the Home Page setting
buttons and controls are dim and I cannot change them.

Any help would be greatly appreciated.

Thank you. That did fix the problem in the Control Panel.
However, IE still will not allow me to open the
Tools/Internet Options menu item - it still
says "RESTRICTED". I'll bet it's in the Registry
somewhere, but I can't find it.
