Internet Explorer cannot open the Internet site...

Error message says "Internet Explorer cannot open the
Internet site (for some internet sites, some times,
wsj.com and people.com for instance)". Also, I have had
an ad pop up occur almost always. When I go to a new
website with Internet Explorer, the pop up occurs in a
new Internet Explorer window.

I cleared my cache and moved it. That did not work. I
think that erasing Internet Explorer and re-installing it
would clear up the problem, but I cannot delete Internet
Explorer because the error says "The program is being
used by another user or program". I have no idea what
program is using it. Help please.

Check for a file named HOSTS with no extension (not Hosts.sam). It may be a
hidden file. Open it with Notepad and remove any line referencing the site.
Or, rename HOSTS to OLDHOSTS
