Internet Explorer browser not loading

My internet explorer browser is no longer loading when I
click on it. I'm wondering if there is a way of
reinstalling IE or do I have to reinstall my windows 2000
operating system to reinstall IE

I've had the same problem after loading SP4 and haven't
found the answer yet.

Go to Add Remove Programs under control panel and click on the IE and then click on uninstall. It will give you a few options which one of them is to fix/repair.
