Internet Explorer and Downloading/Opening .CSV Files

I'm on a website running a report which creates a .csv
file.

For some reason I don't get a File Download Dialogue Box
which should ask me to Run or Save the file.

Instead, when I run the report, the .csv file
automatically opens in what looks like a portion of an
Excel file within the Explorer window and the comma
separated text is not properly parsed into columns. All
the data is in column A.

Can someone please advise as to how I can get the File
Download Dialogue Box to appear and secondly how to get
the file to open properly in Excel.

I have checked to ensure the file type .csv is registered
to open with Excel. Any .csv file saved on my machine
opens properly with Excel. It's just from the web were I
run into problems.

I'am running Windows XP Professional and Office 2000 with
all updates.
